November through February is the most workable period. Daytime highs of 16°C to 18°C (61°F to 65°F) make sustained physical effort possible in a way that Tripoli's summer simply does not allow.
Budget
January and February tend to be the quietest months, with lower demand at Tripoli's hotels. The weather is coolest and rain is possible. But neither factor is severe enough to seriously disrupt a visit, and the trade-off in cost and crowd levels is often worth considering.
